Why in News?

China announced the operational launch of the World AI Cooperation Organization (WAICO) at the 2026 World Artificial Intelligence Conference (WAIC) in Shanghai.

WAICO was formally established through an agreement signed by 29 countries. It seeks to promote international cooperation in Artificial Intelligence (AI), with a special focus on developing countries and the Global South.

The initiative is also seen as China’s attempt to play a larger role in shaping global AI governance and standards.

What is the World AI Cooperation Organization (WAICO)?

WAICO is an independent intergovernmental organisation headquartered in Shanghai, China.

It was first proposed at the 2025 World Artificial Intelligence Conference and was later incorporated into China’s Five-Year Plan (2026–2030).

China promotes the idea of inclusive AI development based on “extensive consultation, joint contribution and shared benefit.”

WAICO seeks to expand access to:

• AI capacity building

However, China’s approach also emphasises Cyber Sovereignty, strong state oversight and “secure and controllable” AI systems.

Critics argue that dependence on Chinese AI infrastructure, cloud services and data ecosystems could increase China’s digital and geopolitical influence.

WAICO and India’s AI Approach

India follows an “AI for All” approach. It focuses on inclusive growth, responsible AI and innovation.

India promotes AI development through the IndiaAI Mission, Digital Public Infrastructure and international cooperation. It seeks to balance innovation with ethical AI, strategic autonomy and trusted technology.
