Why in News?

The United Kingdom has launched the Storm Fighter Programme, the Royal Air Force’s new Collaborative Combat Aircraft (CCA) initiative, on 16 July 2026. The programme aims to develop autonomous loyal wingman drones that will operate alongside crewed fighter aircraft such as the Eurofighter Typhoon, F-35 Lightning II, and the future Tempest sixth-generation fighter. The initiative marks an important step in integrating artificial intelligence and autonomous systems into modern air warfare.

What are Collaborative Combat Aircraft (CCA)?

Collaborative Combat Aircraft (CCA) are unmanned aerial systems designed to operate alongside manned fighter aircraft during military operations. Instead of functioning independently, these autonomous drones act as force multipliers by supporting crewed aircraft in complex combat missions.

Depending on operational requirements, CCAs can perform a variety of missions, including:

• Extending the surveillance and sensor range of fighter aircraft.
• Carrying additional weapons and precision-guided munitions.
• Conducting electronic warfare and electronic attack missions.
• Acting as decoys to confuse or distract enemy air defence systems.
• Supporting intelligence, surveillance, and reconnaissance (ISR) operations.

The concept of “Loyal Wingman” enables autonomous drones to fly in coordination with human pilots, reducing operational risks while increasing mission effectiveness.

Storm Fighter Programme

The Storm Fighter Programme is funded through a £300 million allocation under the United Kingdom’s Defence Investment Plan, published on 2 July 2026. The programme was officially announced by Luke Pollard, the UK’s Minister for Defence Readiness and Industry, during the Air & Space Power Association Global Air and Space Chiefs’ Conference held in London.

The programme seeks to accelerate the development of autonomous combat drones that can seamlessly integrate with the Royal Air Force’s future combat fleet and strengthen the UK’s air combat capabilities.

Loyal Wingman Concepts

The Storm Fighter Programme includes several early operational concepts designed for different combat roles.

Storm Chrome is being developed as an electronic attack drone, capable of jamming enemy radar, communications, and air defence systems.

Storm Fire is planned as a one-way attack drone with an operational range of up to 1,000 miles, designed for long-range precision strike missions.

These concepts build upon the operational experience gained from StormShroud, an autonomous drone that entered Royal Air Force service in May 2025. The programme also follows the cancellation of Project Mosquito in 2022, after which the UK revised its approach towards autonomous combat aircraft development.

Global Combat Air Programme (GCAP)

The Storm Fighter initiative complements the Global Combat Air Programme (GCAP), a trilateral defence partnership involving the United Kingdom, Italy, and Japan.

GCAP aims to develop a sixth-generation stealth fighter aircraft, known in the UK as Tempest, by 2035. On 3 July 2026, the programme secured a £4.6 billion development contract for its next design phase. The future Tempest fighter is expected to operate alongside autonomous collaborative combat aircraft, creating a highly networked air combat ecosystem.

Significance

The Storm Fighter Programme represents a major shift towards AI-enabled autonomous warfare and human-machine teaming in modern air combat. By combining crewed fighter aircraft with intelligent unmanned systems, the Royal Air Force aims to improve operational flexibility, survivability, and combat effectiveness while reducing risks to pilots. The programme also strengthens the UK’s long-term defence modernisation strategy and supports the development of next-generation air combat technologies under GCAP.
