Why in News?

Prime Minister Narendra Modi introduced the Sapta Dhara framework, also described as Shakti Ki Saptadhara, during his 80th Independence Day address from the Red Fort on 15 August 2026. The framework outlines seven broad streams of national strength to accelerate India’s journey towards Viksit Bharat by 2047.

The seven pillars cover manufacturing, agriculture and food production, technology and innovation, Gati Shakti, defence, the green and blue economy, and soft power.

What is the Sapta Dhara Framework?

Sapta Dhara means seven streams of strength. The framework connects economic growth with technology, infrastructure, national security, sustainability, and India’s global influence.

The seven streams are:

  1. Manufacturing Power
  2. Agriculture and Food Production
  3. Technology and Innovation
  4. Gati Shakti
  5. Defence Power
  6. Green and Blue Economy
  7. India’s Soft Power

The framework is designed to support India’s long-term development vision for 2047, when the country will complete 100 years of independence.

Manufacturing, Agriculture and Technology

The manufacturing pillar focuses on improving India’s industrial capabilities through cost, quality, and scale. These factors influence India’s competitiveness in global markets.

The agriculture and food production pillar emphasises productivity, value addition, and stronger farm-to-market linkages. The Prime Minister also stressed chemical-free farming and integrated farm-to-export chains for products such as millets, spices, and fruits.

The technology and innovation pillar places youth and emerging technologies at the centre. The government announced a target to provide Artificial Intelligence training to 1 crore youth within one year.

Gati Shakti, Defence and Energy

Gati Shakti focuses on integrated infrastructure and connectivity planning. It seeks to coordinate transport networks and improve logistics efficiency. The defence pillar emphasises self-reliance in defence production. The Prime Minister highlighted India’s progress in defence manufacturing, drones, counter-drone systems, and advanced technologies. The green and blue economy combines low-carbon development with sustainable use of marine resources. The green economy covers clean energy and environmental sustainability. The blue economy includes areas such as fisheries, ports, shipping, and ocean resources.

Soft Power and Viksit Bharat

The seventh pillar is India’s soft power. Soft power refers to influence achieved through culture, values, education, diplomacy, and international partnerships. The seven streams collectively connect economic capacity with technological strength, national security, sustainability, and India’s international influence.

The Sapta Dhara framework complements the broader Viksit Bharat 2047 vision. It places strong emphasis on youth, technology, manufacturing, self-reliance, and sustainable development. The framework also links infrastructure with economic competitiveness. Gati Shakti is particularly important for reducing logistics constraints and improving multimodal connectivity.

The green and blue economy pillars reflect the growing importance of climate-resilient development. They also recognise India’s extensive coastline and marine resources.
