RAKSHA Defence Diplomacy Framework
Why in News?
Defence Minister Rajnath Singh released the RAKSHA defence diplomacy framework in New Delhi on 3 September 2026. The framework provides a 10-year roadmap for India’s defence diplomacy. It focuses on defence partnerships, security cooperation and international outreach for Indian defence manufacturing. The Ministry of Defence prepared the framework to align India’s national security objectives with bilateral and multilateral defence cooperation.
Four Pillars of the RAKSHA Framework
The RAKSHA framework rests on four major pillars:

Capacity Building
The Capacity Building pillar focuses on developing defence capabilities through cooperation. It includes:
- Joint military exercises
- Training programmes
- Exchange of best practices
- Professional military education
- Institutional cooperation between armed forces
Such initiatives strengthen interoperability and build mutual trust between partner countries.
Indigenous Exports and Defence Manufacturing
The Indigenous Exports pillar promotes Indian-made defence platforms in international markets. It supports the broader objective of Make in India in the defence sector. Indian defence exports can include weapons systems, platforms, spare parts and related services. The initiative also supports India’s ambition to become a major defence manufacturing and export hub.
Maritime Security and Indian Ocean Region
The Maritime Security pillar focuses on India’s strategic role in the Indian Ocean Region (IOR). The IOR contains important shipping routes, coastal states and island nations. Maritime security cooperation therefore has strategic importance for India’s trade and national security. India has also used concepts such as Net Security Provider and First Responder in maritime cooperation. These concepts are associated with areas such as disaster response, anti-piracy operations and maritime domain awareness.
