Why in News?

Punjab has emerged as the top-performing state in NITI Aayog’s latest school education assessment, overtaking Kerala on several important learning indicators. The findings were highlighted by Punjab’s Education Minister in May 2026 and were again discussed in the Punjab Assembly in August.

The development is significant because Punjab had earlier ranked 27th in the comparable assessment cited by the state. The latest findings highlight improvements in learning outcomes, school infrastructure, governance and equity.

What is the NITI Aayog School Education Quality Report?

NITI Aayog released the policy report “School Education System in India: Temporal Analysis and Policy Roadmap for Quality Enhancement” in May 2026. The report examines India’s school education system using data from UDISE+ 2024–25, PARAKH Rashtriya Sarvekshan 2024, NAS 2017 and 2021, and ASER 2024. It analyses areas such as access and enrolment, infrastructure, equity and inclusion, and learning outcomes.

A key distinction is important for examinations. The 2026 NITI Aayog report is a policy report, while SEQI refers to NITI Aayog’s earlier School Education Quality Index framework. Recent reports have also described Punjab’s performance as a school education quality ranking. Therefore, aspirants should avoid treating every 2026 ranking reference as a new standalone SEQI edition without checking the underlying source.

Why did Punjab perform strongly?

Punjab recorded 82% proficiency in Class III language and 78% in mathematics. These figures exceeded Kerala’s reported 75% and 70%, respectively. Punjab also recorded 52% proficiency in Class IX mathematics, compared with Kerala’s 45%.

The state’s reported improvements include:

• 99.9% government schools with electricity.
• 99% government schools with functional computers.
• More than 80% schools equipped with smart classrooms.
• Over 90% Class X students transitioning to Class XI.
• Student-teacher ratio of about 22:1.

Punjab has also expanded foundational learning through Mission Samarth. The programme uses students’ learning levels instead of only their formal grades. It reportedly covers nearly 12 lakh students and more than 70,000 teachers.

What does the NITI Aayog report recommend?

The 2026 policy report goes beyond rankings. It proposes 33 implementation pathways covering short-, medium-, and long-term actions. It also identifies more than 125 measurable Performance Success Indicators for monitoring reforms.

The report aims to promote evidence-based policymaking and help States and Union Territories address gaps in school education.
