On 22 July 2026, Killai, located in the Cuddalore district of Tamil Nadu, achieved a major environmental milestone by becoming the state’s first fully operational Climate Resilient Village. Implemented under the Tamil Nadu Climate Change Mission of the Department of Environment and Climate Change, the project relies on a comprehensive strategy combining ecosystem restoration, renewable energy adoption, and community-led climate action.
Overview of the Climate Resilient Villages Programme
The Climate Resilient Villages programme is a flagship initiative of the Tamil Nadu government launched in 2022-23. Designed to address severe environmental threats in coastal settlements, the programme targets risks such as cyclones, sea-level rise, saline intrusion, coastal erosion, and biodiversity loss. Alongside environmental interventions, it incorporates specific measures to support sustainable livelihoods in fishing communities.
The programme covers 11 identified villages across 11 districts, with Killai being the first village to implement the complete framework.

Executed at a total cost of ₹230.15 lakh, the Killai project was funded through the District Climate Change Mission and Corporate Environmental Responsibility (CER). The core components of the project focus on ecological restoration and clean energy deployment:
- Buckingham Canal Restoration: A major component was the restoration of a 3-km stretch of the Buckingham Canal, completed by 14 March 2026. The work involved desilting and the removal of plastic waste.
- Invasive Species Management: The project carried out the systematic removal of Prosopis juliflora, an invasive plant species found in dry and coastal landscapes.
- Mangrove Plantation: More than 3,000 native mangrove saplings were planted in the area to support shoreline stabilization and habitat formation.
- Renewable Energy Deployment: The village infrastructure now includes solar panels on public buildings, solar street lights, solar parks, solar driers, and solar-powered cold storage facilities.
