Why in News?

The United Democratic Front (UDF) Government of Kerala has unveiled Vision 2031, a comprehensive policy roadmap aimed at transforming Kerala into the most women-friendly state in India. The initiative focuses on women’s safety, mobility, economic participation, tourism, gender-responsive governance, and social empowerment.

Key Highlights of Kerala Vision 2031

A major component of the roadmap is strengthening legal protection and law enforcement mechanisms for women.

Proposed Disha-Type Legislation

Kerala plans to introduce a law modeled on Andhra Pradesh’s Disha Act, which seeks:

  • Expedited investigation of crimes against women.
  • Fast-track trials within 21 days for specified offences.
  • Improved victim support and legal assistance.

Strengthening Police Infrastructure

The policy proposes:

  • Establishment of additional women police stations.
  • Appointment of more women police officers as Station House Officers (SHOs).
  • Enhanced gender-sensitive policing mechanisms.

Safer Public Transport for Women

Recognizing mobility as a key aspect of empowerment, Vision 2031 introduces several transport-related measures.

Distress Alert App

The proposed mobile application will:

  • Enable women to send emergency alerts.
  • Connect directly with police control rooms.
  • Improve response time during emergencies.

Pink Bus Services

  • Dedicated Pink Buses for women.
  • Planned on major urban and inter-city routes.
  • Special focus on safe night-time travel.

Priyadarshini Scheme

Beginning 15 June 2026, Kerala will provide:

  • Free travel for women.
  • Free travel for transgender persons.
  • Applicable on KSRTC ordinary bus services.

This initiative aims to improve mobility, financial inclusion, and workforce participation.


Addressing Domestic Violence and Dowry Harassment

Avalkoppam Initiative

Vision 2031 proposes the Avalkoppam Initiative to address:

  • Domestic violence.
  • Dowry-related harassment.
  • Gender-based discrimination.

The initiative seeks to strengthen:

  • Counselling services.
  • Legal support mechanisms.
  • Community-level intervention systems.

Women-Friendly Tourism and Public Infrastructure
