Jawahar Dweep Becomes India’s First Plastic-Free Oil Terminal
Jawahar Dweep Marine Oil Terminal in Mumbai was declared India’s first plastic-free oil terminal on 2 October 2026 by the Mumbai Port Authority. The initiative aims to eliminate single-use plastics from port operations and promote sustainable and environmentally responsible management of coastal infrastructure.
Jawahar Dweep and Mumbai Port
Jawahar Dweep, also known as Butcher Island, is an offshore facility located approximately four kilometres from the Mumbai coast. It forms an important part of Mumbai Port’s petroleum-handling infrastructure. The terminal has five jetties and handles crude oil and petroleum products. It serves major public-sector energy companies, including:
- Bharat Petroleum Corporation Limited (BPCL)
- Hindustan Petroleum Corporation Limited (HPCL)
- Indian Oil Corporation Limited (IOCL)
- Oil and Natural Gas Corporation (ONGC)
Petroleum cargo accounts for nearly three-fifths of Mumbai Port’s total traffic, making Jawahar Dweep strategically important for India’s energy logistics.
Plastic-Free Port Operations
The plastic-free declaration was made during the Swachhata Abhiyan 2026 programme at Grey Gate in Indira Dock on 2 October, the birth anniversary of Mahatma Gandhi. The Mumbai Port Authority plans to extend measures for reducing and eliminating single-use plastics across its docks, residential colonies and coastal areas. The initiative covers both operational and residential areas under the port administration. The move is significant because ports are important coastal ecosystems where effective waste management can help reduce the movement of plastic waste into the marine environment.
Oil Spill Response Facilities
On the same day, Union Minister for Ports, Shipping and Waterways Sarbananda Sonowal dedicated new Oil Spill Response facilities of the port to the nation. Oil Spill Response systems are designed to help in the containment, recovery and control of marine oil pollution. Such facilities are particularly important for major petroleum-handling ports because accidental oil releases can adversely affect marine ecosystems and coastal communities.
Importance for Environment and Governance
The Jawahar Dweep initiative combines plastic pollution reduction, sustainable port management and marine environmental protection. It also demonstrates how environmental sustainability can be integrated into the functioning of critical infrastructure.
