Why in News?

Sagarmala Finance Corporation is scheduled to launch India’s first blue bond issue on 28 September 2026. The state-owned maritime lender plans to raise ₹600 crore, including a greenshoe option of ₹500 crore, through 10-year bonds. The proposed issue will support maritime infrastructure and projects connected with India’s blue economy. SBI Capital Markets has been appointed as the arranger, and the bonds have received an AA+ rating from ICRA and CARE.

What are Blue Bonds?

Blue bonds are sustainable finance debt instruments that raise funds for projects related to oceans, marine ecosystems, water management, and the sustainable blue economy. They provide a financing channel for activities that support marine conservation and water-related infrastructure.

Eligible activities may include:

  • Sustainable maritime transport and shipping.
  • Marine ecosystem protection.
  • Coastal infrastructure development.
  • Wastewater treatment and water management.
  • Sustainable fisheries and ocean-related economic activities.

Blue bonds are different from green bonds primarily because their use of proceeds focuses on water and marine-related projects, while green bonds cover a broader range of environmental activities.

Sagarmala Finance Corporation Blue Bond Issue

The proceeds of the proposed issue will be used for maritime sector lending, greenfield port projects, and coastal road networks during the current financial year. The issue has a 10-year tenor, and the company has approached institutional investors, including insurance and provident fund entities.

The proposed issue is significant because it can expand specialised financing for maritime infrastructure and strengthen the connection between sustainable finance and India’s blue economy.

Vadodara Municipal Blue Bond Proposal

The Vadodara Municipal Corporation is also planning a separate blue bond issue of approximately ₹200 crore. The proposed funds are intended for water-related infrastructure, including a pump house, water treatment plant, and clear-water reservoir.

This proposal illustrates how blue finance can be used not only by maritime institutions but also by urban local bodies to support public water infrastructure.
