India Signs United Nations Convention against Cybercrime

Why in News?

India signed the United Nations Convention against Cybercrime in September 2026 in New York during the 81st United Nations General Assembly. External Affairs Minister S. Jaishankar signed the convention on behalf of India. The treaty provides a global legal framework for preventing and combating cybercrime and strengthening international cooperation.

United Nations Convention against Cybercrime

The United Nations Convention against Cybercrime is a multilateral international treaty designed to strengthen cooperation among countries in addressing crimes involving information and communication technologies.

The convention provides a common framework for countries to cooperate in areas such as:

  • Prevention and investigation of cyber offences.
  • Collection and sharing of electronic evidence.
  • International cooperation between law-enforcement agencies.
  • Addressing technical and legal challenges associated with digital crime.
  • Strengthening mechanisms for cooperation when cybercrime crosses national borders.

The convention is particularly relevant because cyber offences often involve offenders, victims, digital infrastructure and electronic evidence located in different jurisdictions.

Key Features of the Cybercrime Convention

The treaty seeks to adapt traditional criminal investigation and cooperation mechanisms to the digital environment. It provides a framework for countries to cooperate in investigating cyber-enabled and technology-related offences.

International cooperation is important in cybercrime cases because evidence may be stored on servers located outside the country where the offence occurred. The convention therefore facilitates cooperation between participating states in areas including electronic evidence and criminal investigations.

The convention was adopted by the United Nations General Assembly in 2024 and represents the first comprehensive global UN convention specifically addressing cybercrime.

India and Global Cybercrime Cooperation

India’s signing of the convention represents its participation in the emerging multilateral framework for international cooperation against cybercrime. It is important to distinguish this convention from the Budapest Convention on Cybercrime, which is a separate international treaty. India has not acceded to the Budapest Convention.
