India Prepares Three-Year Action Plan Against Drug Cartels

Why in News?

The Union Home Ministry and central anti-narcotics agencies are preparing a three-year action plan to combat domestic drug cartels and overseas fugitives. The initiative is linked to the government’s vision of a Drug-Free India by 2047 and focuses on intelligence coordination, financial investigations, and technology-driven enforcement.

Key Highlights

Strengthening Anti-Narcotics Enforcement

• The Narcotics Control Bureau (NCB), the nodal agency for drug law enforcement, is implementing the plan under the Narcotic Drugs and Psychotropic Substances (NDPS) Act, 1985.
• The revised strategy was presented to the Home Minister in May 2026.
• States will establish dedicated anti-narcotics wings under State Intelligence Bureaus by the end of 2026.
• Dossiers on the top 15 drug lords in each state will be prepared for focused action.

Technology and Financial Tracking

• Agencies will monitor:
  • Hawala networks
  • Cryptocurrency transactions
  • Suspicious assets linked to drug trafficking
• The investigation framework includes:
  • NATGRID
  • Darknet analysis
  • Machine learning tools
  • Cryptocurrency tracking systems
• A special task force under the Multi Agency Centre (MAC) will monitor darknet platforms and encrypted communication channels.

Border, Maritime and Online Enforcement

• Joint anti-trafficking operations are being conducted by:
  • Border Security Force (BSF)
  • Assam Rifles
  • Sashastra Seema Bal (SSB)
  • Indian Navy
  • Indian Coast Guard
  • State anti-narcotics units
• These agencies will monitor land borders, riverine routes, and coastal trafficking corridors.

Operation WIPE

• The NCB launched Operation WIPE on 26 April 2026.
• The operation targets online drug trafficking and the illegal sale of pharmaceutical drugs regulated under the NDPS Act.
