Why in News?

The Ministry of Panchayati Raj (MoPR) launched the DAANVEER initiative on 29 July 2026 in New Delhi to strengthen the digital infrastructure of Gram Panchayats through citizen participation. Developed as an end-to-end digital platform, DAANVEER operates through the Meri Panchayat mobile application and enables individuals, institutions, and organisations to donate quality-verified computer bundles to eligible Gram Panchayats across India. The initiative aligns with the objectives of Digital India and Viksit Bharat 2047.

About DAANVEER Initiative

DAANVEER is a technology-enabled platform that promotes Jan Bhagidari (people’s participation) in improving digital governance at the grassroots level. It addresses the digital equipment requirements of nearly 2.5 lakh Gram Panchayats, which constitute the lowest tier of rural local self-government in India.

The platform has been integrated with the Meri Panchayat mobile application and the DigiHaat digital marketplace. Instead of making monetary donations, contributors can purchase pre-approved computer bundles that meet state-specific technical specifications. The system then routes these verified digital assets to eligible Gram Panchayats through a transparent and traceable digital process.

This structured donation model ensures uniform quality, transparency, and accountability while reducing logistical challenges associated with unregulated equipment donations. The initiative is expected to improve the digital capacity of Panchayats, enabling them to deliver citizen services more efficiently and support e-governance initiatives.

The platform was developed in collaboration with the National Informatics Centre (NIC) and DigiHaat. During the launch, Vivek Bharadwaj, Secretary, Ministry of Panchayati Raj, highlighted the importance of digital empowerment in strengthening rural governance and achieving the goals of Digital India.

The initiative has already received encouraging responses from states such as Andhra Pradesh and Maharashtra, where citizens and organisations have shown interest in contributing digital equipment to Gram Panchayats.

The Panchayati Raj System is a three-tier structure of rural local self-government established under Part IX (Articles 243 to 243-O) of the Constitution of India through the 73rd Constitutional Amendment Act, 1992. It consists of:

Gram Panchayat – Village level.
Panchayat Samiti (Block Panchayat) – Intermediate level.
Zila Parishad – District level.

The Gram Sabha, comprising all registered voters of a village, forms the foundation of participatory democracy at the grassroots level.

The National Informatics Centre (NIC), functioning under the Ministry of Electronics and Information Technology (MeitY), is the Government of India’s premier technology organisation responsible for developing and maintaining digital governance platforms.

Launched in 2015, the Digital India Programme aims to transform India into a digitally empowered society and knowledge economy by expanding digital infrastructure, enhancing online public services, and promoting digital literacy. DAANVEER complements this vision by equipping rural local bodies with essential digital resources.
