Why in News?
India launched the commercial use of bio-based biodegradable plastic made from Polylactic Acid (PLA) in New Delhi on 24 September 2026. The initiative is being implemented by Balrampur Chini Mills Limited under the BioE3 framework, which stands for Biotechnology for Economy, Environment and Employment. The initiative aims to promote advanced biomanufacturing and the development of sustainable bio-based materials.
Polylactic Acid and Biodegradable Plastics
Polylactic Acid (PLA) is a bio-based polymer produced from renewable biological feedstocks. It is used in packaging, consumer products and several industrial applications. PLA is commonly manufactured using renewable resources such as plant-derived sugars and starches. Biodegradable plastics are materials that can break down through biological processes under specific environmental conditions. PLA is one of the most widely known commercial bioplastics and has potential applications in sustainable packaging and other products.
The commercial development of PLA-based materials can contribute to reducing dependence on conventional fossil-fuel-based plastics. However, the biodegradation of PLA depends on factors such as temperature, moisture and the availability of suitable industrial composting conditions.
BioE3 Policy Framework
The BioE3 policy was approved by the Union Cabinet on 24 August 2024. It focuses on developing high-performance biomanufacturing capabilities and promoting biotechnology-based solutions for economic growth, environmental sustainability and employment generation.
The framework encourages innovation in areas such as bio-based chemicals, advanced materials, precision biomanufacturing and sustainable industrial production.
Pilot Facility at Kumbhi, Uttar Pradesh
A pilot-scale research and development facility with a capacity of 100 tonnes per annum (TPA) will be established at Balrampur Chini Mills Limited’s integrated manufacturing complex in Kumbhi, Uttar Pradesh.
The facility will focus on:
- Developing different PLA grades and PLA co-polymers.
- Supporting high-value industrial applications.
- Generating techno-economic data for commercial scale-up.
- Strengthening India’s bio-based manufacturing ecosystem.
