Karnataka has officially launched the enhanced e-Swathu 2.0 platform, a major digital reform aimed at accelerating property regularisation and improving rural revenue systems. Chief Minister Siddaramaiah inaugurated the upgraded portal in Bengaluru, calling it a breakthrough in transparent governance and citizen service delivery.
Digital Regularisation to Generate ₹2,000 Crore Revenue
The state government expects ₹1,778 crore to ₹2,000 crore in revenue by bringing unregistered properties in gram panchayat limits under taxation. With an estimated 95 lakh rural properties being regularised, the platform will plug longstanding tax leakages and fully align rural land records with the Karnataka Panchayat Raj Act amendments.
e-Swathu 2.0 enables digitised verification of ownership, layout pattern, tax liability, and property status—ensuring records can be monitored and updated centrally with real-time traceability.
Simplified Tax Assessment and e-Khata Access
Under the Tax, Rates and Fees Rules, 2025, the portal provides:
- Faster digital e-Khata services
- Automated tax assessment & digital receipts
- Transparent layout approvals and documentation
- Generation of Form 11A / 11B certificates online
A new helpline has been launched to assist households, especially first-time rural taxpayers.
Doorstep Service Delivery for Rural Citizens
Deputy Chief Minister DK Shivakumar stated that property accounts under Form 11B will now be issued within 15 days of application—without the need to visit any Panchayat office. Citizens can now receive services online and via Bapuji Centres, reducing delays and discretion-based approvals.
Officials affirmed that the move will also empower panchayats with updated records for planning, welfare delivery, GIS-based mapping, and civic infrastructure taxation.
